world-wide moderated Usenet newsgroup misc.kids.moderated.  This is

RATIONALE: misc.kids.moderated

For the first half of 1996, misc.kids averaged 138 posts per day, down
from 246 at the same time of year in 1996.  There are many reasons for
declining participation at a time when the net as a whole is growing.
Many posts are off-topic spams, name calling, commercial
advertisements, and debates on social issues crossposted from other
groups, with only marginal application to parenting.  A few topics
take up a disproportionate amount of bandwidth, often in repetitive
threads providing little productive discussion.  Frequent, nasty flame
wars make some posters hesitant to share their views.  As a result,
many parents find it frustrating and time-consuming to read the group,
and the environment can be discouraging to newcomers, as new parents
asking an innocent question (whether to breastfeed, how to get a baby
to sleep) may find themselves the subject of a flame war.

The proposed newsgroup will greatly enhance readability by eliminating
crossposts and commercial announcements, using subject tags for high-
volume topics, and requiring posts to fit accepted standards for width
and length.  The moderation policy will combine robo-moderation and a
moderation panel to set standards for civil discourse and provide
guidance for newcomers, but also allow express posting.  The group
will provide a supportive atmosphere for newcomers to parenting and/or
Usenet by inserting a trailer at the end of each post directing new
readers to information about the group, including posting guidelines.

This is not an attempt to moderate misc.kids, which will continue to
exist for those who want to discuss issues related to children in an
unmoderated forum.  While other newsgroups and mailing lists devoted
to specific aspects of parenting exist and will continue to serve
particular niches, the proposed newsgroup will provide a widely
propagated group focused on a broad range of parenting issues.

CHARTER: misc.kids.moderated

Misc.kids.moderated is an inclusive on-line community of parents and
other people concerned with raising children.  Participants are
invited to engage in open discussion of parenting issues and
exchange information about raising children, in an atmosphere of
civility, friendship, and fun.

Acceptable topics include but are not limited to questions about
parenting issues, tips on various aspects of child care, and sharing
of parenting experiences and insights.

Unacceptable topics include but are not limited to posts promoting or
defending pedophilia, commercial posts, website announcements, and
crossposted items (exceptions include juvenile product recalls, RFDs
and CFVs for parenting-related newsgroups, announcements about m.k.
yearbook or m.k. picnics, etc.).

Posters are encouraged to state their own views and share their
experiences, but to refrain from making assumptions about the
motivations of other parents.  Posters are expected to maintain a
basic tone of civility.  Prohibited uncivil discourse includes but
is not limited to name calling.  Posters should avoid the derogatory
labeling of child-rearing practices as "child abuse".  Posters are
asked to keep in mind that every family is different.

Posts containing unsolicited advice questioning the right, worthiness,
suitability and/or readiness of any individual (or members of any
group) to parent are unacceptable in this newsgroup.  If an individual
chooses to post asking for advice on when or whether to have children,
respondents should be careful to address their comments only to the
original poster and not explicitly generalize to others in similar
situations.

Topics that have been demonstrated to cause large volumes of posts in
existing misc.kids groups will have a brief subject tag in brackets at
the start of the subject line so that persons specifically seeking or
avoiding those topics can filter them.  For example, [CIRC] for
circumcision, [BF] for breastfeeding, [SPANK] for spanking.  The list
of topics requiring a subject tag is maintained by moderators and
updated in the current version of the posting guidelines.  Posters are
asked to include the tag in the initial posting, or moderators will
add an appropriate subject tag as required.

Commercial Policy:

Commercial postings are not acceptable, whether they are initiated by
established businesses or enterprising individuals.  Posters may
include their business address and URL in a .sig of reasonable length
(6 lines or less).  Also, posts offering occasional "for-sale" used
childcare items from individual posters are permitted; such posts
should have an appropriate subject tag.

Moderation Policy:

Misc.kids.moderated shall employ a combination of human and
robomoderation.

1) The robomoderator will screen every article submitted to
misc.kids.moderated.  It will reject any article that falls into any
of the following categories, automatically sending a note
explaining the reasons for rejection:

        A) Articles that contain more than 75 characters per line
        B) Crossposted articles (exceptions should be sent directly to
             the moderators at an address listed in the posting
             guidelines)
        C) Articles that contain more than 400 lines

2) The robomoderator shall search each submission for certain trigger
words, forwarding any submissions containing these  trigger words to
the panel of human moderators for review.  The list of trigger words
is maintained by the moderators, who will add words as needed.

Trigger words present in the text of messages may indicate off-topic
posts, topics requiring a subject tag, or issues that have proven
sensitive in the past (thus requiring attention by moderators).  For
example, "MAKE MONEY FAST" is likely to indicate an off-topic spam,
"family bed" indicates a topic for which a subject tag is required,
and "child abuse" indicates a sensitive topic.

3) Items with no trigger words will then be checked to see whether the
poster is on the "express posting list".  Items submitted by posters
not on the express posting list will be referred for moderation by the
panel, while items submitted by posters on the express posting list
will be posted without further moderation.

Posters can get on the express posting list two ways.  First, they can
choose to register by sending e-mail to the newsgroup address listed
in the trailer attached to all posts, agreeing to follow the posting
guidelines.  Second, they can simply post to the group; their posts
will be reviewed by the moderation panel, and after four acceptable
posts they will be placed on the express posting list and sent a
notification of this change in status.

4)  If a moderator accepts the article, it is posted to the newsgroup.
If the moderator feels the article should be rejected, that moderator
writes a comment explaining why and re-queues the article for review
by a second moderator.  If the second moderator concurs that the
article should be rejected, that moderator adds another comment and
returns the article to the poster.  If the second moderator feels the
post is acceptable, it is posted to the newsgroup.  Any moderator who
is unsure about the appropriateness of a post may poll the moderation
board for additional opinions.

5)  In the rare case where a poster on the express posting list
flagrantly violates the posting guidelines, the offending article may
be canceled by the request of three moderators.  If this happens more
than once, the poster is removed from the express posting list for
three months. The moderation panel may also cancel articles that have
been posted to misc.kids.moderated due to forgery, errors in the
moderation script, or other technical problems.

6) The number of active moderators in the moderation panel shall
initially be ten.  Additional moderators may be recruited from the
readership as demand warrants.  If a moderator wants to retire from
the moderation panel, he or she must make a public statement at least
one month prior to retirement so that a replacement moderator may be
found.

The moderation board consists of the moderation panel plus additional
advisors, who are available to provide non-binding advice to any
moderator who requests it while deciding the disposition of a
borderline post.

When vacancies occur, anyone may volunteer to become a moderator or
advisor with the consent of more than half of the current moderation
panel.  Moderators or advisors may be removed by a vote of
two-thirds of the moderation panel.

Moderators may request to be put on inactive status due to family
or work demands, and one of the advisors may serve as a substitute
moderator during the leave of absence.

Moderator: Christopher Biow <biow@ezmort.com> has been a misc.kidder
since mid-1995. He has two children, Abigail (2/95) and Mark (9/96).
He is also involved with his church's Religious Education program.

Moderator: Tom Farley <farley@spont.com> born 1/44 has an MA in
theatre arts -- and is an actor, storyteller, writer, web-page
manager, Quaker children's programs leader, and a former owner of
child/parent/teacher bookstores.  He's the father of Ben (5/76) & Sue
(9/79, dyslexic); and spouse of Sandy (11/42), a teacher of at-risk
teens and teen parents.  He's the co-owner Quaker-Y, moderated e-mail
list for Quaker youth, member of many email lists including: Our-Kids,
SB-Parents, Storytell, Childrens-Writing, Kiwanis-L,Quaker-L, HTML.
Tom lives in Northern California.

Moderator:  Nancygail Katzin-Nystrom <katzinna@HUGSE1.HARVARD.EDU>
doesn't have children yet, but has been going through several years of
infertility treatments with her wife.  She has a master's in
Theological Studies and has taught Sunday School for elementary school
age children, as well as Hebrew School for emotionally challenged
children. She teaches computers.  She has been involved in Usenet and
newsgroups for about 5 years, and moderates a mailing list.

Moderator:  Robyn Kozierok <robyn@ai.mit.edu> is a long-time misc.kids
participant.  She began reading around 1988, and was a regular poster
for several years after the birth of her first child in 1993.  She has
two boys, Ryan (9/93) and Matthew (6/96).  She also moderates
misc.kids.info and is an advisor to soc.culture.jewish.parenting. You
can look her up in the 1994 and 1995 misc.kids yearbooks.

Moderator:  Catherine Lacey Moore <clm@netrix.com> is Mom to Brendan
(1/91) and Emmett (8/93).  She's been a Usenet reader since 1988, and
been on misc.kids since 1990 or so when thoughts of Brendan started
happening. She's also a YMCA volunteer basketball coach and a software
engineer.

Moderator:  Tracy Lee Murphy <tracy@softedge.com> is mom to Thomas
Russell (8/94) and Timothy (homebirthed 5/97).  She's participated in
the misc.kids community since 1994.  Her other 'Net involvement
includes running mailing lists for moms-to-be interested in natural
birthing and for parents of spirited toddlers; and a member of email
lists discussing bi-racial children, attachment parenting, midwifery
and homebirth.  She's a full-time curriculum developer in the high-
tech industry and her husband, Tom, is a full-time dad.

Moderator:  Robin Netherton <robin@dgs.dgsys.com> has been married
since 1990 and has two sons, Graham (9/93) and Roger (5/96). Together,
she and her husband total 84 years of age. Robin has a journalism
background and now works at home as a freelance editor. She first
found misc.kids when she began reading Usenet in 1994. She also is a
member of two age-related parenting lists as well as several
professional and hobby lists.  She appears in the 1996 photoalbum and
is the proud wearer of a misc.kids t-shirt.

Moderator:  Jennifer L. O'Neal <jennifer@saclink1.csus.edu> is a
single mother of two boys, Rafael (1/90) and Jason (11/94).  She works
full-time and is about to write her thesis to get a Master's degree in
Government.  She also volunteers with a local Head Start program,
serving on their Policy Committee, their Parent Advisory Committee,
and the Male Involvement Committee.  She's been involved with Usenet
for about 3-4 years now and has been reading Misc.kids since then.
She also was a part of the 1996 photo album committee.

Moderator:  Claire Petersky <petersky@halcyon.com> is now back to
being a mother at home with her two girls (9/92 and 11/94), but has
been in and out of the work force over the last few years. She has
been reading and posting to misc.kids since 1993 and participates in
several parenting mailing lists. She headed up the misc.kids t-shirt
project in 1995, and is second-in-command in the effort to create
misc.kids.moderated. Her family is in the 1995 and 1996 misc.kids
photoalbums.

Moderator:  Dawn Price <dawn_price@qmbridge.drake.edu> has read
misc.kids for 3.5 years and has one child, Henry.  Her family is
currently waiting to adopt a second child (Henry is also adopted).
She's an avid newsgroup reader but only participates in misc.kids
regularly. She also belongs to an adoption listserv.  Her family
is in the 1996 misc.kids photoalbum.

Advisors:

Advisor:  Noreen Cooper Heavlin <heavlin@ix.netcom.com> is an older
mom of a Terrific Toddler who keeps her too busy to have mid-life
crisises.  Before having children, Noreen practiced for three years by
being a Big Sister, a program which pairs adult mentors and youth from
single, low-income families.  She has been a Usenet junkie since 1993
and has a Master's degree in Library and Information Science.

Advisor:  Lisa Curhan <almquat@tiac.net> is Mom to Benjamin (4/95).
She's been following misc.kids since he was conceived, and she's been
a USENET enthusiast for about 5 years. She has a Masters in
Electrical Engineering and has been working as a EE for various
computer companies for about 15 years.

Advisor:  Jen Hassler <jenanne@afn.org> has been a "mostly active"
participant in misc.kids off and on for about three years now.  She
has two lovely daughters, Elspeth Jon (11/87) and Moira Lenore
(10/90).  For most of her parental life she has been an at-home mom,
but for now she is a child care provider who also homeschools her
children.

Advisor:  Marjorie Peskin <mpeskin@lynx.dac.neu.edu> is the mother of
twins, Gemma and Graham (8/92). She is a founder and moderator of
soc.culture.jewish.parenting; co-founder of our-kids, the
mailing list for parents of children with disabilities; founding
member of the Twins list and alt.infertility; and has been posting on
misc.kids for about 10 years. Marjorie founded the misc.kids
photoalbum and worked feverishly on the 1992, 93, and 94 versions. She
is an active poster on TAGFAM and the spirited-kids mailing lists, and
well as several private mailing lists devoted to parenting.

Advisor:  Colleen Kay Porter <cporter@afn.org> is a mother at home to
Phillip (8/75), Julia (8/79), Rebecca (3/81), Elaine (5/91), and
Lorissa (5/93).  She's a volunteer with her state's early intervention
program, serving as a mentor to new parents. She maintains two

Administrator:  Amy Moseley Rupp <amyr@austx.tandem.com> has read
misc.kids since 1991, when she posted about being afraid to become
pregnant and deliver a baby.  The many comforting, reassuring, and
encouraging posts she received still touch her to this day.  Her
family appears in all four photoalbums, and she maintains the
Caesarean section FAQ.  She holds a BSEE from the University of Texas
and is a UNIX operating systems programmer.

Administrator:  Lauren Blau Halverson <laur@sra.com> has been reading
misc.kids since 1989 . She has two sons, Christopher (6/93) and
Jonathan (5/95, born at home). She has a Master's in Computer Science
from UMASS and is currently employed as a senior software engineer.
The Halversons helped organize the 1995 Washington Area misc.kids
picnic and are in the 94-96 misc.kids yearbooks.

Administrator:  Penny Gaines <penny@frodo.demon.co.uk> is the mother
of a son (6/94).  She lives in the UK and has been a regular misc.kid

made four consecutive acceptable posts.  Posters preferring never
to use the express posting mechanism need not register.  Express
posters can designate a particular post for hand moderation by using a
special keyword.

In the case of a serious security breach on the express poster list,
the moderators may choose to either suspend additions to express
posting or switch the group to temporary hand moderation for a
period of up to two weeks.

4)  If a moderator accepts the article, it is posted to the newsgroup.
If the moderator feels the article should be rejected, that moderator
writes a comment explaining why and re-queues the article for review
by a second moderator.  If the second moderator concurs that the
article should be rejected, that moderator adds another comment and

In cases where a poster using the express-posting mechanism violates
the posting guidelines, the moderators respond in a manner that seems
appropriate to the level of offense: they may send a note of reprimand
to the poster, issue a public disavowal that the article does not meet
posting guidelines, and/or revoke express-posting status for an
appropriate probationary period.  In rare cases where an express-
posted article contains flagrant violations of the charter, the
offending article may be canceled by the request of three moderators,
subsequently confirmed by a two-thirds vote of the available
moderation board.  Flagrant violations include posting private
information (like phone numbers) where the victim objects or where
there is evidence of hostile intent, newsgroup flood attacks or other
net abuse, posts promoting pedophilia, and off-charter posts which,
through apparent malice, circumvent the normal functioning of the
robomoderator.  Posters registering for express poster status agree to
this provision, along with the group's other posting guidelines, as a
condition of becoming an express poster.

The moderators may, at their discretion, substitute or supplement
other technology for cancels if and when such a new technology proves
to be more practical.

6) The number of active moderators in the moderation panel is

infertility treatments with her wife.  She has a master's in

member of two age-related parenting lists as well as several
professional and hobby lists.  She appears in the 1996 photoalbum and
is the proud wearer of a misc.kids t-shirt.

Moderator:  Jennifer L. O'Neal <jennifer@saclink1.csus.edu> is a
single mother of two boys, Rafael (1/90) and Jason (11/94).  She works
full-time and is about to write her thesis to get a Master's degree in
Government.  She also volunteers with a local Head Start program,

and moderator of soc.culture.jewish.parenting; co-founder of our-kids,

misc.kids for over 11 years. She founded the misc.kids photoalbum and
worked on the 1992, 93, and 94 issues. She posts to GTworld,

RATIONALE: misc.kids.moderated

For the first half of 1997, misc.kids averaged 138 posts per day, down
from 246 at the same time of year in 1996.  There are many reasons for
a decline in participation at a time when the net as a whole is
growing.  Many posts are off-topic spams, name calling, commercial
advertisements, and debates on social issues crossposted from other
groups, with only marginal application to parenting.  A few topics
take up a disproportionate amount of bandwidth, often in repetitive
threads providing little productive discussion.  Frequent, nasty flame
wars make some posters hesitant to share their views.  As a result,
many parents find it frustrating and time-consuming to read the group,
and the environment can be discouraging to newcomers, as new parents
asking an innocent question (whether to breastfeed, how to get a baby
to sleep) may find themselves the subject of a flame war.

The proposed newsgroup will greatly enhance readability by eliminating
crossposts and commercial announcements, using subject tags for high-
volume topics, and requiring posts to fit accepted standards for width
and length.  The moderation policy will combine robomoderation and a
moderation panel to set standards for civil discourse and provide
guidance for newcomers, but also allow express posting.  The group
will provide a supportive atmosphere for newcomers to parenting and/or
Usenet by inserting a trailer at the end of each post directing new
readers to information about the group, including posting guidelines.

This is not an attempt to moderate misc.kids, which will continue to
exist for those who want to discuss issues related to children in an
unmoderated forum.  While other newsgroups and mailing lists devoted
to specific aspects of parenting exist and will continue to serve
particular niches, the proposed newsgroup will provide a widely
propagated group focused on a broad range of parenting issues.

CHARTER: misc.kids.moderated

Misc.kids.moderated is an inclusive on-line community of parents and
other people concerned with raising children.  Participants are
invited to engage in open discussion of parenting issues and
exchange information about raising children, in an atmosphere of
civility, friendship, and fun.

Acceptable topics include but are not limited to questions about
parenting issues, tips on various aspects of child care, and sharing
of parenting experiences and insights.

Unacceptable posts include but are not limited to commercial posts,
website announcements, posts promoting or defending pedophilia, and
cross-posted items (with exceptions for juvenile product recalls, RFDs
and CFVs for parenting-related newsgroups, announcements for m.k.
yearbook or m.k. picnics, etc.).

Posters are encouraged to state their own views and share their
experiences, but to refrain from making assumptions about the
motivations of other parents.  Posters are expected to maintain a
basic tone of civility.  Prohibited uncivil discourse includes but
is not limited to name calling.  Posters should avoid the derogatory
labeling of child-rearing practices as "child abuse."  Posters are
asked to keep in mind that every family is different.

Posts containing unsolicited advice questioning the right, worthiness,
suitability and/or readiness of any individual (or members of any
group) to parent are unacceptable in this newsgroup.  If an individual
chooses to post asking for advice on when or whether to have children,
respondents should be careful to address their comments only to the
original poster and not explicitly generalize to others in similar
situations.

Posts on topics that have been demonstrated to generate large volumes
in existing misc.kids groups require a brief subject tag in brackets
at the start of the subject line so that persons specifically seeking
or avoiding those topics can filter them.  For example, [CIRC] for
circumcision, [BF] for breastfeeding, [SPANK] for spanking.  The list
of topics requiring a subject tag is maintained by moderators and
updated in the current version of the posting guidelines.  Posters are
asked to include the tag when posting, or moderators will add an
appropriate subject tag as required.

Commercial Policy:

Commercial postings are not acceptable, whether they are initiated by
established businesses or enterprising individuals.  Posters may
include their business address and URL in a .sig of reasonable length
(6 lines or less).  Also, posts offering occasional "for-sale" used
childcare items from individual posters are permitted; such posts
should have an appropriate subject tag.

Moderation Policy:

Misc.kids.moderated shall employ a combination of human and
robomoderation.

1) The robomoderator screens every article submitted to
misc.kids.moderated.  It returns any article that falls into any
of the following categories, automatically sending a note explaining
the reasons for rejection:

     A) Articles that contain original text of more than 75 characters
        per line
     B) Crossposted articles (exceptions should be sent directly to
        the moderators at an address listed in the posting guidelines)
     C) Articles that contain more than 400 lines
     D) Encoded binary files (except PGP and other short digital
        signatures)
     E) Other non-plaintext formats at the moderators' discretion
     F) Attachments to posts

2) The robomoderator searches each submission for certain trigger
words, forwarding any submissions containing these  trigger words to
the panel of human moderators for review.  The list of trigger words
is maintained by the moderators, who modify the list as needed.

Trigger words present in the text of messages may indicate off-topic
posts, topics requiring a subject tag, or issues that have proven
sensitive in the past (thus requiring attention by moderators).  For
example, "MAKE MONEY FAST" is likely to indicate an off-topic spam,
"family bed" indicates a topic for which a subject tag is required,
and "child abuse" indicates a sensitive topic.

3) Items with no trigger words are then checked to see whether the
poster is on the "express posting list."  Items submitted by posters
not on the express posting list are referred for moderation by the
panel, while items submitted by posters on the express posting list
are posted without further moderation.

Posters desiring to join the express poster list can register by
sending e-mail to the administrative address explicitly stating that
they agree to follow the posting guidelines.  Posters who have not
yet registered will receive an invitation to join after they have
made four consecutive acceptable posts.  Posters preferring never
to use the express posting mechanism need not register.  Express
posters can designate a particular post for hand moderation by using a
special keyword.

In the case of a serious security breach on the express poster list,
the moderators may choose to either suspend additions to express
posting or switch the group to temporary hand moderation for a
period of up to two weeks.

4)  If a moderator accepts the article, it is posted to the newsgroup.
If the moderator feels the article should be rejected, that moderator
writes a comment explaining why and re-queues the article for review
by a second moderator.  If the second moderator concurs that the
article should be rejected, that moderator adds another comment and
returns the article to the poster.  If the second moderator feels the
post is acceptable, it is posted to the newsgroup.  Any moderator who
is unsure about the appropriateness of a post may poll the moderation
board for additional opinions.

5)  The moderation panel may cancel articles that have been posted to
misc.kids.moderated due to forgery, errors in the moderation script,
or other technical problems.

In cases where a poster using the express-posting mechanism violates
the posting guidelines, the moderators respond in a manner that seems
appropriate to the level of offense: they may send a note of reprimand
to the poster, issue a public disavowal that the article does not meet
posting guidelines, and/or revoke express-posting status for an
appropriate probationary period.  In rare cases where an express-
posted article contains flagrant violations of the charter, the
offending article may be canceled by the request of three moderators,
subsequently confirmed by a two-thirds vote of the available
moderation board.  Flagrant violations include posting private
information (like phone numbers) where the victim objects or where
there is evidence of hostile intent, newsgroup flood attacks or other
net abuse, posts promoting pedophilia, and off-charter posts which,
through apparent malice, circumvent the normal functioning of the
robomoderator.  Posters registering for express poster status agree to
this provision, along with the group's other posting guidelines, as a
condition of becoming an express poster.

The moderators may, at their discretion, substitute or supplement
other technology for cancels if and when such a new technology proves
to be more practical.

RATIONALE: misc.kids.moderated

For the first half of 1997, misc.kids averaged 138 posts per day, down
from 246 at the same time of year in 1996.  There are many reasons for
a decline in participation at a time when the net as a whole is
growing.  Many posts are off-topic spams, name calling, commercial
advertisements, and debates on social issues crossposted from other
groups, with only marginal application to parenting.  A few topics
take up a disproportionate amount of bandwidth, often in repetitive
threads providing little productive discussion.  Frequent, nasty flame
wars make some posters hesitant to share their views.  As a result,
many parents find it frustrating and time-consuming to read the group,
and the environment can be discouraging to newcomers, as new parents
asking an innocent question (whether to breastfeed, how to get a baby
to sleep) may find themselves the subject of a flame war.

The proposed newsgroup will greatly enhance readability by eliminating
crossposts and commercial announcements, using subject tags for high-
volume topics, and requiring posts to fit accepted standards for width
and length.  The moderation policy will combine robomoderation and a
moderation panel to set standards for civil discourse and provide
guidance for newcomers, but also allow express posting.  The group
will provide a supportive atmosphere for newcomers to parenting and/or
Usenet by inserting a trailer at the end of each post directing new
readers to information about the group, including posting guidelines.

This is not an attempt to moderate misc.kids, which will continue to
exist for those who want to discuss issues related to children in an
unmoderated forum.  While other newsgroups and mailing lists devoted
to specific aspects of parenting exist and will continue to serve
particular niches, the proposed newsgroup will provide a widely
propagated group focused on a broad range of parenting issues.

CHARTER: misc.kids.moderated

Misc.kids.moderated is an inclusive on-line community of parents and
other people concerned with raising children.  Participants are
invited to engage in open discussion of parenting issues and
exchange information about raising children, in an atmosphere of
civility, friendship, and fun.

Acceptable topics include but are not limited to questions about
parenting issues, tips on various aspects of child care, and sharing
of parenting experiences and insights.

Unacceptable posts include but are not limited to commercial posts,
website announcements, posts promoting or defending pedophilia, and
cross-posted items (with exceptions for juvenile product recalls, RFDs
and CFVs for parenting-related newsgroups, announcements for m.k.
yearbook or m.k. picnics, etc.).

Posters are encouraged to state their own views and share their
experiences, but to refrain from making assumptions about the
motivations of other parents.  Posters are expected to maintain a
basic tone of civility.  Prohibited uncivil discourse includes but
is not limited to name calling.  Posters should avoid the derogatory
labeling of child-rearing practices as "child abuse."  Posters are
asked to keep in mind that every family is different.

Posts containing unsolicited advice questioning the right, worthiness,
suitability and/or readiness of any individual (or members of any
group) to parent are unacceptable in this newsgroup.  If an individual
chooses to post asking for advice on when or whether to have children,
respondents should be careful to address their comments only to the
original poster and not explicitly generalize to others in similar
situations.

Posts on topics that have been demonstrated to generate large volumes
in existing misc.kids groups require a brief subject tag in brackets
at the start of the subject line so that persons specifically seeking
or avoiding those topics can filter them.  For example, [CIRC] for
circumcision, [BF] for breastfeeding, [SPANK] for spanking.  The list
of topics requiring a subject tag is maintained by moderators and
updated in the current version of the posting guidelines.  Posters are
asked to include the tag when posting, or moderators will add an
appropriate subject tag as required.

Commercial Policy:

Commercial postings are not acceptable, whether they are initiated by
established businesses or enterprising individuals.  Posters may
include their business address and URL in a .sig of reasonable length
(6 lines or less).  Also, posts offering occasional "for-sale" used
childcare items from individual posters are permitted; such posts
should have an appropriate subject tag.

Moderation Policy:

Misc.kids.moderated shall employ a combination of human and
robomoderation.

1) The robomoderator screens every article submitted to
misc.kids.moderated.  It returns any article that falls into any
of the following categories, automatically sending a note explaining
the reasons for rejection:

     A) Articles that contain original text of more than 75 characters
        per line
     B) Crossposted articles (exceptions should be sent directly to
        the moderators at an address listed in the posting guidelines)
     C) Articles that contain more than 400 lines
     D) Encoded binary files (except PGP and other short digital
        signatures)
     E) Other non-plaintext formats at the moderators' discretion
     F) Attachments to posts

2) The robomoderator searches each submission for certain trigger
words, forwarding any submissions containing these  trigger words to
the panel of human moderators for review.  The list of trigger words
is maintained by the moderators, who modify the list as needed.

Trigger words present in the text of messages may indicate off-topic
posts, topics requiring a subject tag, or issues that have proven
sensitive in the past (thus requiring attention by moderators).  For
example, "MAKE MONEY FAST" is likely to indicate an off-topic spam,
"family bed" indicates a topic for which a subject tag is required,
and "child abuse" indicates a sensitive topic.

3) Items with no trigger words are then checked to see whether the
poster is on the "express posting list."  Items submitted by posters
not on the express posting list are referred for moderation by the
panel, while items submitted by posters on the express posting list
are posted without further moderation.

Posters desiring to join the express poster list can register by
sending e-mail to the administrative address explicitly stating that
they agree to follow the posting guidelines.  Posters who have not
yet registered will receive an invitation to join after they have
made four consecutive acceptable posts.  Posters preferring never
to use the express posting mechanism need not register.  Express
posters can designate a particular post for hand moderation by using a
special keyword.

In the case of a serious security breach on the express poster list,
the moderators may choose to either suspend additions to express
posting or switch the group to temporary hand moderation for a
period of up to two weeks.

4)  If a moderator accepts the article, it is posted to the newsgroup.
If the moderator feels the article should be rejected, that moderator
writes a comment explaining why and re-queues the article for review
by a second moderator.  If the second moderator concurs that the
article should be rejected, that moderator adds another comment and
returns the article to the poster.  If the second moderator feels the
post is acceptable, it is posted to the newsgroup.  Any moderator who
is unsure about the appropriateness of a post may poll the moderation
board for additional opinions.

5)  The moderation panel may cancel articles that have been posted to
misc.kids.moderated due to forgery, errors in the moderation script,
or other technical problems.

In cases where a poster using the express-posting mechanism violates
the posting guidelines, the moderators respond in a manner that seems
appropriate to the level of offense: they may send a note of reprimand
to the poster, issue a public disavowal that the article does not meet
posting guidelines, and/or revoke express-posting status for an
appropriate probationary period.  In rare cases where an express-
posted article contains flagrant violations of the charter, the
offending article may be canceled by the request of three moderators,
subsequently confirmed by a two-thirds vote of the available
moderation board.  Flagrant violations include posting private
information (like phone numbers) where the victim objects or where
there is evidence of hostile intent, newsgroup flood attacks or other
net abuse, posts promoting pedophilia, and off-charter posts which,
through apparent malice, circumvent the normal functioning of the
robomoderator.  Posters registering for express poster status agree to
this provision, along with the group's other posting guidelines, as a
condition of becoming an express poster.

The moderators may, at their discretion, substitute or supplement
other technology for cancels if and when such a new technology proves
to be more practical.

6) The number of active moderators in the moderation panel is
initially ten, with a minimum of 7 active moderators at any time.
Additional moderators may be recruited from the readership as demand
warrants.  If a moderator wants to retire from the moderation panel,
he or she must make a public statement at least one month prior to
retirement so that a replacement moderator may be found.

The moderation board consists of the moderation panel plus additional
advisors, who are available to provide non-binding advice to any
moderator who requests it while deciding the disposition of a
borderline post.  The number of advisors is no more than half of the
number of moderators.

When vacancies occur, anyone may volunteer to become a moderator or
