This is a formal Request For Discussion (RFD) for the creation of a
world-wide moderated Usenet newsgroup misc.predictions.registry. This
is not a Call for Votes (CFV); you cannot vote at this
time. Procedural details are below.

Newsgroup line:
misc.predictions.registry	Registry for premonitions. (Moderated)

RATIONALE: misc.predictions.registry

There are several newsgroups where discussion of the paranormal takes
place; alt.paranomal and sci.skeptic are the most commonly used.

However, these newsgroups are forums for discussion rather than places
where predictions or premonitions can be registered for the purposes
of verification. There must be proof that the prediction was made
before the event is fulfilled.

Misc.predictions.registry is proposed for the misc.* hierarchy because
if premonition is a natural function of the human mind, it can be
regarded as a social phenomenon with no overtones of the paranormal;
hopefully, when seen in this simple light, it will encourage the
reporting of premonitions.

Spontaneous premonitions have been reported from time to time, but
never when the popular press is looking for such material; there is a
need for a forum which is permanently open.

Predictions registries have been attempted from time to time, for
instance, the email facility formerly provided by Carl Lydick, but
these depend on being maintained by their organisers. A newsgroup is a
reliable forum that does not depend on any organiser for maintenance.
Usenet offers an immediacy that is appealing and has the advantage of
an automatic time and date stamp. The amount of material submitted to
the various registries justifies the creation of a newsgroup.

CHARTER: misc.predictions.registry

The misc.predictions.registry newsgroup is chartered for the reporting
of spontaneous premonitions experienced by individuals, predictions
made more consciously by any of the various methods of divination, and
predictions made by astrological methods. They come under the umbrella
of the area usually known as the "paranormal".

These should be of the kind that concern things that can be read about
in the newspapers later in order to verify them; personal premonitions
about family, although a fertile ground and equally valid cannot
easily be verified and are therefore not suitable.

Misc.predictions.registry is not the place to discuss theories about
the paranormal or for advertisements.

Discussion of matters relating to the paranormal in general should
take place in alt.paranormal; those with a sceptical view of the
validity of the premonition experience should voice their views on
sci.skeptic.

Commercial advertisements are not appropriate in this group.
