Group Name:	rec.bicycles.mountain
Status: Unmoderated
Distribution:	World Wide
Summary:	Discussion on issues specifically relating to
all aspects of Moutain Bikes (MTB's) and Mountain
		Bike riding.
Proposed by:	Daavid Turnbull (daavid@tusc.com.au)

This is a formal request for discussion (RFD) on the creation of an
unmoderated newsgroup, rec.bicycles.mountain.

Charter (Draft): This newsgroup is to provide a forum for the discussion
and dissemination of information specifically relating to MTB's amd MTB
riding. It is to provide a complimentary role to other news groups in
the rec.bicycle heirachy.

MTB's accounted for for over 70% of all bikes sold in the USA in 1993
indicating that they are more than just a passing fad.

The name rec.bicycles.mountain was chosen over rec.bicycles.mtb or
rec.bicycles.atb because of the use net edict of avoiding abbreviations.

The technology and equipment used in MTB'ing is in many cases specific
to MTB's. (Eg: Suspension, gearing, safety equipment, tyres, rims, hubs
etc.)

MTB'ing is as different to road biking as nordic/cross country skiing is
to down hill skiing.

The traffic in the rec.bicycles.* heirachy is high and the introduction
of this news group will help spread the load. Many articals currently
posted to this heiracy are forced to include "MTB" or "ATB" to indicate
the scope of their subject matter.

Many MTB'iers are only interested in MTB's and MTB riding and are
frustrated at having to wade through articals which relate to other
disiplines of cycling.

There are a number of print media publications specifically for MTB'ing
indicating that amongst the general public there is sufficient interest
to suport information forums specific to the discipline.

Rec.bicycles.off-road is a forum for discussion whose purpose is to
provide information and support to off-road (or off pavement)
bicyclists. The use of a bicycle on umimproved roads, gravel, dirt,
grass, sand, single track or 4x4 roads should be considered off road
use. (Basically anywhere that is not man made, hard and flat.)
Dicussion might include (but not limited to):

        Environmental issues involving off-road bicycling
Technical/practical issues involved in off-road bicycling
        Trail access
        Backcountry/Bush travel involving bicycles

Where, when, and how to ride off road

Any topic that relates to off road use of bicycles might be a subject
for discussion. However, the rec.bicycles hierarchy already contains
other groups, and readers of rec.bicycles.off-road would be encouraged
to not post to rec.bicycles.off-road where interest is to a broarder
audience.

Items for sale/wanted should be posted to rec.bicycles.marketplace.
Technical issues should be posted to rec.bicycles.tech unless the item
is strictly of interest to only off road bicyclists.

Rec.bicycles.off-road will:

        1. Provide the off road bicyclist with a newsgroup to discus
off road bicycling rides, issues, and concerns.

        2. Help educate the bicyclist cycling off road on how to care
	    for and respect the backcounty/bush.

        3. Allow hikers and other users of off road areas to share
concerns about bicyclists in the backcountry/bush.

In summary, rec.bicycles.off-road encourages the free and open
discussion on aspects of off-road.

Reasons why this group should be passed:

to me from the replies that there is a significant portion of the
usenet cycling population that are only interested in off-road

members in its first week of operation and continues to grow. The
creation of this newsgroup will greatly enhance the organisation of

                     REQUEST FOR DISCUSSION (RFD)
moderated group rec.bicycles.off-road (moderates existing group)

This is a formal Request For Discussion (RFD) for the moderation of the
world-wide Usenet newsgroup rec.bicycles.off-road. This is not a Call
For Votes (CFV); you cannot vote at this time. Procedural details
are below.

Newsgroup line:
rec.bicycles.off-road	Off-road cyclist topics. (Moderated)

RATIONALE: rec.bicycles.off-road

The charter has been amended on three points.

1) Posts that are derogatory towards off-road cyclists as a class of
people are not within the charter. Posts that argue that off-road
cycling should not exist anywhere at any time are not within the
charter.

2) Posts that are concerned with environmental issues must be limited
in scope to problems that are the direct result of off-road cycling
and only off-road cycling. Examples of appropriate environmental
issues for discussion in this newsgroup include trail erosion or trail
building that is entirely attributable to off-road cyclists.
Environmental subjects of more general interest, such as biodiversity,
extinction, or the responses of wildlife to humans, should be directed
to environmental newsgroups such as sci.environment, sci.bio.ecology,
rec.animals.wildlife, or rec.backcountry, and are specifically
excluded from discussion in rec.bicycles.off-road.

3) The newsgroup will change its status to moderated. The moderation
will be by a robomoderator and a team of up to five humans. Posts that
contain key words determined by the moderators will be sent to one
moderator chosen at random to determine if it is accepted or not.
Appeals can be made to all the moderators. The moderators will be
dictated initially, and then changes in moderators will occur by a
newsgroup email vote conducted by the moderators. The site to host the
robot is as yet undetermined, but there are several informal
volunteers.

The changes in appropriate topics are made to correct for excessive
leniency in the previous RFD. General environmental topics are not of
particular interest to all off-road cyclists. Derogatory remarks
towards off-road cyclists as a class of people do not contribute to
the goals of the newsgroup is providing a forum for off-road cyclist,
and a forum for others to express concerns about off-road
cyclists. The general environmental topics and derogatory posts have
originated from a small but very active group who have demonstrated a
desire to go to great lengths to have these topics dominate newsgroup
discussion, so I feel that moderation is a necessity.

END RATIONALE.

CHARTER: rec.bicycles.off-road

Rec.bicycles.off-road is a forum for discussion whose purpose is to
provide information and support to off-road bicyclists. The use of a
bicycle on umimproved roads, gravel, dirt, grass, sand, single track
or 4x4 roads should be considered off road use. (Basically anywhere
that is not man made, hard and flat.) Dicussion might include:

Environmental issues particularly relevant to off-road bicycling
Technical/practical issues involved in off-road bicycling
Trail access specific to off-road cyclists
        Backcountry/Bush travel involving bicycles
        Trail maintenance for off-road cycling
Tips on how to handle off-road specific riding conditions
Where, when, and how to ride off road

Any topic that relates to off road use of bicycles might be a subject
for discussion. However, the rec.bicycles hierarchy already contains
other groups, and readers of rec.bicycles.off-road would be encouraged
to not post to rec.bicycles.off-road where interest is to a broader
audience. Further, any environmental, wildlife, or trail access issue
that relates to off road use of bicycles might be a subject for
discussion as long as it is particularly relevant for off road
cyclists. More general environmental and trail issues are not within
the bounds of this charter, and should be sent to groups like
sci.environment, sci.bio.ecology, rec.backcountry,
rec.animals.wildlife, and talk.politics.animals. Please read their
FAQs at http://www.faqs.org/ to see what is relevant in each group.

Posts that are derogatory towards all off-road cyclists as a class of
people (ie: Why can't mountain bikers reply without lying ?) and posts
that argue that off-road cycling should not exist are specifically
excluded from discussion. The newsgroup is created as a resource for
the off-road cyclist, and as a place for others to share concerns
about off-road cyclists. Derogatory posts towards all off-road
cyclists as a class of people do not serve that role, nor do posts
that argue that the activity should not exist.

Items for sale/wanted should be posted to rec.bicycles.marketplace.
Technical issues should be posted to rec.bicycles.tech unless the item
is strictly of interest only to off road bicyclists.

Moderation was initiated to keep posts within the bounds of the
charter. It is not intended to keep anyone from posting to the
newsgroup so long as the message content is within the bounds of this
charter, or within the bounds of any FAQ that is passed by the
newsgroup by 2/3 vote in the future. Votes on FAQs will be counted by
the moderators. It is worth mentioning that proper netiquette must
also be obeyed in posts, and is a valid reason for rejection of
posts. The software for the robomoderator is available at
http://www.galstar.com/~ichudov/usenet/scrm/robomod/robomod.html

MODERATION POLICY

Rec.bicycles.off-road shall employ a combination of human and
robomoderation.

1) The robomoderator first will screen every article submitted to
rec.bicycles.off-road. It will unequivocally reject any article
that falls into one or more or the following categories:

        A) Articles that contain more than 75 characters per line;
        B) Aricles crossposted to two or more newsgroups other than
           rec.bicycles.off-road;
        C) Articles consisting of more than 3/4 quoted text.

Certain other articles may be reject automatically -- or forwarded to
the human moderators for review -- as explained in sections 2-4 below.

2) The moderator panel, by majority vote, will choose keywords,
subjects, and authors. Posts containing any of these will be
automatically forwarded to one of the human panel for moderation.
Habitual offenders of the moderation will be "black-listed" by the
moderators by a simple majority vote. Black-listing will consist of a
ban of up to three months, chosen by the moderator panel. The ban will
be enforced by the robomoderator, and efforts to use other Internet
identities to get around the ban will be dealt with by more severe
penalties.

3) The robomoderator or human panel, when rejecting a submission,
shall send the submission's author a copy of the moderation policy
statement, thus explaining why the submission was not posted.

4) The moderation panel may cancel articles that have been posted to
rec.bicycles.off-road due to forgery, errors in the moderation script,
and so forth.

The number of active moderators in the moderation panel shall
initially be 5. Moderators will be added to the panel as necessary by
a vote in the newsgroup initiated by and conducted by the moderator
panel. Moderators may retire at any time, or may be removed by a vote
of the other moderators passing with a super-majority of 3/4 or
greater.

In summary, rec.bicycles.off-road encourages discussion on aspects of
off-road cycling, and discussion on environmental concerns
particularly relevant to off-road cycling.

                     REQUEST FOR DISCUSSION (RFD)
moderated group rec.bicycles.off-road (moderates existing group)

This is a formal Request For Discussion (RFD) for the moderation of
the world-wide Usenet newsgroup rec.bicycles.off-road. This is not a
Call For Votes (CFV); you cannot vote at this time. Procedural details
are below.

Newsgroup line:
rec.bicycles.off-road	moderated off-road cyclist topics. (Moderated)

CHANGES from previous RFD:

The previous RFD has been amended on four points.

1) Moderation policy. Under this RFD moderators would have the power
to cancel posts under conditions of forgery or catastrophic failure of
the robomoderator. An example of catastrophic failure would be posting
the identical message 100 times. The previous RFD allowed the
moderators to cancel any message that should not have made it through
the robomoderator.

2) Moderation policy. The previous RFD was unclear on the number of
moderators. It would initially be 5, and the moderators would control
their number from that point on by initiating and conducting votes in
the newsgroup.

3) Moderation policy. The previous RFD stated that posts would be
rejected or moderated for formatting errors such as too many
characters per line or too much quoted text. These formatting errors
will be ignored by the moderation process.

4) Moderation policy - blacklisting. The previous RFD allowed
blacklisting of posters with a simple majority vote. This has been
changed to a 3/4 supermajority, and the wording on when it is
appropriate to ban a poster has been reworded. A poster may be
blacklisted if he is malicious in attempts to use moderator time by
knowingly submitting inappropriate posts.

4) The local newsgroups ont.bicycle, bc.cycling, uk.rec.cycling were
added to the distribution at the request of a post in news.groups.

RATIONALE: rec.bicycles.off-road

The changes in appropriate topics are made to correct for excessive
leniency in the previously passed RFD. General environmental topics
are not of particular interest to all off-road cyclists. Derogatory
remarks towards off-road cyclists as a class of people do not
contribute to the goals of the newsgroup is providing a forum for the
off-road cyclist, and a forum for others to express concerns about
off-road cyclists. The general environmental topics and derogatory
posts have originated from a small but very active group who have
demonstrated a desire to go to great lengths to have these topics
dominate newsgroup discussion, so I feel that moderation is a
necessity.

END RATIONALE.

CHARTER: rec.bicycles.off-road

Rec.bicycles.off-road is a forum for discussion for issues of direct
relevance only to off-road cyclists. The use of a bicycle anywhere
that is not man-made and hard should be considered off-road use.
Discussion might include:

Environmental issues relevant only to off-road bicycling
Technical/practical issues involved in off-road bicycling
Trail access specific to off-road cyclists
        Backcountry/Bush travel involving bicycles
        Trail maintenance for off-road cycling
Tips on how to handle off-road specific riding conditions
Where, when, and how to ride off road

Any topic that directly relates to off road use of bicycles could be a
subject for discussion. However, there exist other newsgroups for
which more general topics that also involve off-road cycling are more
appropriate, in particular in the rec.bicycle.* hierarchy, and more
general groups for environmental and trail issues like
talk.environment, sci.environment, sci.bio.ecology, rec.backcountry,
rec.animals.wildlife, and talk.politics.animals. The reader is
encouraged to post these more general issues elsewhere and not in
rec.bicycles.off-road. Do not post to any group without reading their
charter or FAQ to determine appropriate content. These can be found at
http://www.faqs.org/.
In particular, environmental and trail issues are on-topic
only if they are of direct relevance to off-road cyclists and only to
off-road cyclists. Examples of more general issues to be avoided in
this charter are biodiversity, wildlife response to humans, and
extinction. Examples of suitable environmental and trail issues are
actions taken by off-road cycling groups in anticipation of or in
response to trail closures, trail construction that is specific to
off-road bicycle use, or appropriateness of riding in different
conditions such as rain.

Posts that assign derogatory attributes to off-road cyclists that are
unrelated to the act of off-road cycling (ie: Why can't mountain
bikers reply without lying ?) and posts that argue that off-road
cycling should not exist anywhere at any time are specifically
excluded from discussion.

Advertisements for sales are off-topic.

Rec.bicycles.off-road will:

1. Provide the off road bicyclist with a newsgroup to discuss
    off road bicycling issues.
2. Allow hikers and other users of off road areas to share
concerns about bicyclists in the backcountry/bush.

Moderation was initiated to keep posts within the bounds of the
charter. It is not intended to keep anyone from posting to the
newsgroup so long as the message content is within the bounds of this
charter, or within the bounds of any FAQ that is passed by the
newsgroup by 2/3 vote (and a voting total greater than 100 votes) in
the future. FAQ discussion can be initiated by anyone in the
newsgroup, and FAQ votes will be called by the moderators after a
period of sufficient interest and discussion of no less than 14 days.
Votes on FAQs will be counted by the moderators and will not be posted
to the group, except for a summary. The software for the robomoderator
is available at
http://www.galstar.com/~ichudov/usenet/scrm/robomod/robomod.html

Moderation Policy:

Rec.bicycles.off-road shall employ a combination of human and
robomoderation.

1) The robomoderator first will screen every article submitted to
rec.bicycles.off-road. It will unequivocally reject any article
that falls into one or more or the following categories:

        A) Articles crossposted to more than two newsgroups other than
           rec.bicycles.off-road;
        B) Articles that are from black-listed sources

The robomoderator will notify the source of its reason for rejection
using the return email address of the author. If a valid email address
is not used the author may not be notified of the rejection of his
submission. Certain other articles may be forwarded to the human
moderators for review, as explained below.

2) The moderator panel, by majority vote, will choose keywords,
subjects, and authors. Posts containing any of these will be
automatically forwarded to one of the human panel for moderation. The
moderators may reject the articles because they are not of appropriate
topic. The moderators will attempt to send the author email explaining
the rejections. Posts not rejected are accepted.

3) Anything not falling under 1) or 2) will be posted to the
group. Anything that is human moderated and accepted will be posted to
the group.

4) The moderators may choose to make a source 'black-listed' by a 3/4
supermajority vote. Black-listing will consist of a ban of up to three
months, chosen by the moderator panel. Criteria for black-listing
will be that A) a human is malicious in attempts to use moderator time
or B) software is malfunctioning. It should never be used to keep
anyone from attempting to comply with the charter.

5) The moderation panel may cancel articles that have been posted to
rec.bicycles.off-road due to forgery or catastrophic failure of the
robomoderator. An example of catastrophic failure would be the
robomoderator posting 100 copies of the same article.

6) A separate email address shall be set up that will go to all of the
moderators. Through this address posters may ask questions about
moderation procedure and appeal blacklistings.

IMPORTANT VOTING PROCEDURE NOTES: READ THIS BEFORE VOTING

Only one vote is allowed per person or per account. Duplicate votes
will be resolved in favor of the most recent valid vote. Addresses and
votes of all voters will be listed in the final voting results post.

Votes must be mailed directly from the voter to the votetaker. Anonymous,
forwarded, or proxy votes are not valid. Votes mailed by WWW/HTML/CGI
forms are considered to be anonymous votes.

The use of spam blockers or other munged addresses will prevent you from
receiving an acknowledgement of your vote. If the address cannot be
verified, the ballot will be disallowed.

Vote counting is automated, and failure to follow these directions may
mean that your vote does not get counted. If you do not receive an
acknowledgment of your vote within three days contact the votetaker
about the problem. It is your responsibility to make sure your vote
is registered correctly.

The purpose of a Usenet vote is to determine the genuine interest of
persons who would read a proposed newsgroup. Soliciting votes from
uninterested parties defeats this purpose. Please do not distribute
this CFV. Instead, direct people to the official CFV as posted to
news.announce.newgroups. Distributing pre-marked or otherwise
edited copies of this CFV is generally considered to be vote fraud.
When in doubt, ask the votetaker.

HOW TO VOTE:

Extract the ballot from the CFV by deleting everything before the
"BEGINNING OF BALLOT" and after the "END OF BALLOT" lines. Don't worry
about the spacing of the columns or any quote characters (">") that your
reply inserts. Please do not send the entire CFV back to me.

Fill in the ballot as shown below. Please provide a valid name and
indicate your desired vote in the appropriate locations inside the ballot.

When finished, MAIL the ballot to: <bostwick@cas.chemistry.gatech.edu>.
Just "replying" to this message should work, but check the "To:" line.

Examples of how to properly indicate your vote (do not vote here):

  [ YES ] example.yes.vote
  [ NO ] example.no.vote
  [ ABSTAIN ] example.abstention
  [ CANCEL ] example.cancellation

DO NOT modify, alter or delete any information in this ballot!
If you do, the voting software will probably reject your ballot.

If these instructions are unclear, please ask the votetaker.

concerns about off-road cyclists. The general environmental topics
and derogatory posts have originated from a small but very active
group who have demonstrated a desire to go to great lengths to have
these topics dominate newsgroup discussion, so I feel that moderation
is a necessity.

CHARTER: rec.bicycles.off-road

Rec.bicycles.off-road is a forum for discussion for issues
of direct relevance only to off-road cyclists. The use of
a bicycle anywhere that is not man-made and hard should
be considered off-road use.
Discussion might include:

Environmental issues relevant only to off-road bicycling
Technical/practical issues involved in off-road bicycling
Trail access specific to off-road cyclists
        Backcountry/Bush travel involving bicycles
        Trail maintenance for off-road cycling
Tips on how to handle off-road specific riding conditions
Where, when, and how to ride off road

Any topic that directly relates to off road use of bicycles could
be a subject for discussion. However, there exist other newsgroups
for which more general topics that also involve off-road cycling
are more appropriate, in particular in the rec.bicycle.* hierarchy,
and more general groups for environmental and trail issues like
talk.environment, sci.environment, sci.bio.ecology, rec.backcountry,
rec.animals.wildlife, and talk.politics.animals. The reader is
encouraged to post these more general issues elsewhere and not
in rec.bicycles.off-road. Do not post to any group without reading
their charter or FAQ to determine appropriate content. These can
be found at http://www.faqs.org/.

In particular, environmental and trail issues are on-topic
only if they are of direct relevance to off-road cyclists and only
to off-road cyclists. Examples of more general issues to be avoided
in this charter are biodiversity, wildlife response to humans, and
extinction. Examples of suitable environmental and trail issues are
actions taken by off-road cycling groups in anticipation of or
in response to trail closures, trail construction that is specific
to off-road bicycle use, or appropriateness of riding in different
conditions such as rain.

Posts that assign derogatory attributes to off-road cyclists that
are unrelated to the act of off-road cycling (ie: Why can't mountain
bikers reply without lying ?) and posts that argue that off-road
cycling should not exist anywhere at any time are specifically
excluded from discussion. The newsgroup is created as a resource
for the off-road cyclist, and as a place for others to share
concerns about off-road cyclists. Derogatory posts towards all
off-road cyclists as a class of people do not serve that role, nor
do posts that argue that the activity should not exist.

Items for sale/wanted should be posted to rec.bicycles.marketplace.

Moderation was initiated to keep posts within the bounds of the
charter. It is not intended to keep anyone from posting to the
newsgroup so long as the message content is within the bounds of
this charter, or within the bounds of any FAQ that is passed by
the newsgroup by 2/3 vote (and a voting total greater than 100 votes)
in the future. FAQ discussion can be initiated by anyone in the
newsgroup, and FAQ votes will be called by the moderators after
a period of sufficient interest and discussion of no less than
14 days. Votes on FAQs will be counted by the moderators and
will not be posted to the group, except for a summary. The software
for the robomoderator is available at
http://www.galstar.com/~ichudov/usenet/scrm/robomod/robomod.html

Moderation Policy:
Rec.bicycles.off-road shall employ a combination of human and
robomoderation.

1) The robomoderator first will screen every article submitted to
rec.bicycles.off-road. It will unequivocally reject any article
that falls into one or more or the following categories:

        A) Articles crossposted to more than two newsgroups other than
           rec.bicycles.off-road;
        B) Articles that are from black-listed sources

The robomoderator will notify the source of its reason for rejection
using the return email address of the author. If a valid email
address is not used the author may not be notified of the
rejection of his submission. Certain other articles may be
forwarded to the human moderators for review, as explained
below.

2) The moderator panel, by majority vote, will choose keywords,
subjects, and authors. Posts containing any of these will be
automatically forwarded to one of the human panel for moderation.
The moderators may reject the articles because they are not
of appropriate topic. The moderators will attempt to send the
author email explaining the rejections. Posts not rejected
are accepted.

3) Anything not falling under 1) or 2) will be posted to the
group. Anything that is human moderated and accepted will be
posted to the group.

4) The moderators may choose to make a source 'black-listed'
by a 3/4 supermajority vote. Black-listing will consist of a
ban of up to three months, chosen by the moderator panel.
Criteria for black-listing will be that A) a human is malicious
in attempts to use moderator time or B) software is malfunctioning.
It should never be used to keep anyone from attempting to comply with
the charter.

5) The moderation panel may cancel articles that have been posted to
rec.bicycles.off-road due to forgery or catastrophic failure of
the robomoderator. An example of catastrophic failure would be the
robomoderator posting 100 copies of the same article.

6) A separate email address shall be set up that will go to all of
the moderators. Through this address posters may ask questions about
moderation procedure and appeal blacklistings.

The number of active moderators in the moderation panel shall initially be
5. Moderators will be added to the panel as necessary by a
vote in the newsgroup initiated by and conducted by the moderator
panel. Moderators may retire at any time, or may be removed
by a vote of the other moderators passing with a super-majority
of 3/4 or greater.

In summary, rec.bicycles.off-road encourages discussion on aspects of
off-road cycling, and discussion on environmental concerns particularly
relevant to off-road cycling.

END CHARTER.

RATIONALE: rec.bicycles.off-road

The changes in appropriate topics are made to correct for excessive
leniency in the previously passed RFD. General environmental
topics are not of particular interest to all off-road cyclists.
Derogatory remarks towards off-road cyclists as a class of people
do not contribute to the goals of the newsgroup is providing a
forum for the off-road cyclist, and a forum for others to express
concerns about off-road cyclists. The general environmental topics
