RATIONALE
     This is the proposal for an unmoderated newsgroup geared towards
the discussion of various games in the genres of board, fantasy role-play,
individual computer, multi-computer/player, coin-op arcade, and large
scale real-time gaming centers that are oriented towards the combat of
large humanoid robotic or piloted war machines.  i.e. "Mecha."

     The reasons for this proposal are threefold:

1) To consolidate into one area the large number of discussions of these
   types of games.  Currently, these discussions are being held on a
   variety of newsgroups, including, but not limited to, rec.games.board,
   rec.games.misc, and rec.games.frp.misc.

2) To generate interest in the variety of mecha combat games outside of
   the main mecha combat game discussed in rec.games.board, BattleTech.

3) To provide a place for expected future discussions of mecha combat
   games due to the increasing market for said games and spin-offs.

          Revenge by Activision/Mediagenic for various platforms.
          Thexder and Slipheed by Sierra On Line for various platforms.
          BattleForce for the Amiga.
          MechWar for MS-DOS compatibles.)

   o   Multi-player mecha combat computer games.
         (Multi-player BattleTech on GEnie, for MS-DOS compatibles.)

   o   Real-time real-life mecha combat simulators.

     Also included in the possible discussions are computer programs
to assist players of these games, design aspects of these games,
troubleshooting problems, and any other aspect of these games not
mentioned.


NAME
       The name "mecha" is a logical choice.  The word "mecha" is the
       original Japanese name for giant humanoid or not-quite-so-humanoid
       robotic and piloted war machines.  In general most of the games to
       be discussed in rec.games.mecha can trace their origins back to the
       Japanese movies, TV shows, comics, etc. that featured mecha. This
       group is proposed under the rec.games.* hierarchy instead of under
       rec.games.board.* or rec.games.frp.* due to the variety of types
       of games intended to be discused.

NEWSGROUP CREATION
       The discussion period will be from October 9, 1992 to October 18,
       1992.  Please post all discussion in news.groups.

       The period of discussion is so short because most of the relevant
       discussion already took place concerning a sim

PURPOSE
     Discussion of various genres of mecha ("giant robot") games


MODERATION
     This group will be unmoderated.


CHARTER
     The newsgroup would be for the discussion of the wide variety
of games oriented towards combat of large humanoid robotic or piloted
war machines.  i.e. "Mecha."  This would be a cross-genre group,
encompassing a variety of game mechanics (board game, fantasy role
play, computer, etc.) as well as containing discussion of the spinoff
subjects from each game as they relate to the game play, such as books,
magazines, television, movies, etc.

This is a formal Request For Discussion (RFD) for changing the status
of the group rec.games.mecha from unmoderated to moderated.  This is
not a Call for Votes (CFV); you cannot vote at this time.  Procedural
details are below.

RATIONALE: rec.games.mecha

The proposed retromoderation of an unmoderated newsgroup is aimed at
discussions of giant robot games--including but not limited to
BattleTech, RoboTech, Mekton/Mekton Zeta, Gundam, Heavy Gear, and
outside sites (webpages, MUDs, IRC, WebChat rooms) pertaining
thereunto.

Over the last three years, rec.games.mecha has had many threads go
seriously off-topic--to the point where the newsgroup has degenerated
into a giant flamewar several times.  This has caused many established
and respected posters to leave the newsgroup in disgust or to simply
go into lurk-mode, to the detriment of the newsgroup as a whole.
Also, rec.games.mecha has been targeted by posts (spam and otherwise)
that have nothing at all to do with Mekton, Robotech, BattleTech,
Gundam, Heavy Gear, or any other giant robot games but were simply
intended either as unacceptable commercial advertising (spam) or as
deliberate harrassment of one or more members of the newsgroup (the
Meow Brigade invasion of late 1996, for example).  This steady
degredation of the signal-to-noise ratio of the newsgroup is seriously
undermining the stated purpose of the newsgroup, and as mentioned
before has caused many to leave in disgust for the safety of moderated
mailing lists--to the detriment of rec.games.mecha as a whole.
Retromoderation of the newsgroup or creation of a moderated newsgroup
is being called for in an attempt to stave off this kind of
degredation.

CHARTER: rec.games.mecha

rec.games.mecha shall be dedicated to discussion of Giant Robot Games,
chief among them BattleTech, Robotech, Mekton/Mekton Zeta, Heavy Gear,
Gundam, and GURPS Mecha.

Contributions are welcome from all who wish to engage in discussion of
Giant Robot Games and outside sites pertaining thereunto--this
includes webpages, IRC channels, Webchat rooms, MUDs/MUSEs/MUSHes/etc.
Also welcome are solicitations for players.

rec.games.mecha is not to be used for the following:

        *Advertising of non-mecha related things.
        *Posting of binaries.  Notices of webpages or FTP sites dedicated
         to mecha-related binaries are welcome, however.
        *Posting of off-topic material.
        *Posts pertaining to the Mechwarrior series of computer games.
         alt.games.mechwarrior2 exists for this purpose.

The proposed moderation of a previously unmoderated newsgroup for the
discussion of the wide variety of games oriented towards combat of
large humanoid robotic or piloted war machines, i.e. "Mecha."  This
is a cross-genre group, encompassing a variety of game mechanics
(board game, fantasy role play, computer, etc.) as well as containing
discussion of the spinoff subjects from each game as they relate to
the game play, such as books, magazines, television, movies, webpages,
archives, chat areas, etc.

Over the last year, rec.games.mecha has had many threads go seriously
off-topic--to the point where the newsgroup has degenerated into a
giant flamewar several times.  Also, rec.games.mecha has been targeted
by posts (spam and otherwise) that have nothing at all to do with
Mekton, Robotech, BattleTech, Gundam, Heavy Gear, or any other giant
robot games but were simply intended either as unacceptable commercial
advertising (spam) or as deliberate harassment of one or more members
of the newsgroup (the Meow Brigade invasions of late 1996 and
mid-1997, for example).

This steady degradation of the signal-to-noise ratio of the newsgroup
is seriously undermining the stated purpose of the newsgroup, and has
caused many established and respected posters to leave the newsgroup
in disgust or to simply go into lurk-mode, to the detriment of the
newsgroup as a whole.

During the preRFD discussion period, two straw votes were taken among
the readership of rec.games.mecha.  The results of the both votes

discussion of the spinoff subjects from each game as they relate to
the game play, such as books, magazines, television, movies, webpages,
archives, chat areas, etc.

Over the last year, rec.games.mecha has had many threads go seriously
off-topic--to the point where the newsgroup has degenerated into a
giant flamewar several times.  Also, rec.games.mecha has been targeted
by posts (spam and otherwise) that have nothing at all to do with
Mekton, Robotech, BattleTech, Gundam, Heavy Gear, or any other giant
robot games but were simply intended either as unacceptable commercial
advertising (spam) or as deliberate harassment of one or more members
of the newsgroup (the Meow Brigade invasions of late 1996 and mid-1997
and the recent massive forged-header binary bombings, for example).

The proposed moderation of a previously unmoderated newsgroup for the
discussion of the wide variety of games oriented towards combat of
large humanoid robotic or piloted war machines, i.e. "Mecha."  This
is a cross-genre group, encompassing a variety of game mechanics
(board game, fantasy role play, computer, etc.) as well as containing
discussion of the spinoff subjects from each game as they relate to
the game play, such as books, magazines, television, movies, webpages,
archives, chat areas, etc.

Over the last year, rec.games.mecha has had many threads go seriously
off-topic--to the point where the newsgroup has degenerated into a
giant flamewar several times.  Also, rec.games.mecha has been targeted
by posts (spam and otherwise) that have nothing at all to do with
Mekton, Robotech, BattleTech, Gundam, Heavy Gear, or any other giant
robot games but were simply intended either as unacceptable commercial
advertising (spam) or as deliberate harassment of one or more members
of the newsgroup (the Meow Brigade invasions of late 1996 and mid-1997
and the recent massive forged-header binary bombings, for example).

This steady degradation of the signal-to-noise ratio of the newsgroup
is seriously undermining the stated purpose of the newsgroup, and has
caused many established and respected posters to leave the newsgroup
in disgust or to simply go into lurk-mode, to the detriment of the
newsgroup as a whole.

Rec.games.mecha is dedicated to discussion of the wide variety of

I have reviewed the objection that the vote was tainted by the vote
taker's mail system rejecting votes that came from particular domains.
This objection was without merit; the vote taker's mail system was
doing no domain filtering throughout the entire duration of the vote,
and the particular domain in question, earthlink.net, was represented
in the final vote list.

I am therefor upholding the previously announced passing result for
the conversion of the existing unmoderated newsgroup rec.games.mecha
to a moderated newsgroup.  The originally reported tally of 130 yes to
19 no has been adjusted to 129 yes to 19 no to account for an
erroneously recorded second yes vote from the same person using a
different account.

The conversion is scheduled to take place tomorrow, 15 October 1997,
at 10:30am EDT.
