This is a formal Request For Discussion (RFD) for the moderation of a
world-wide unmoderated Usenet newsgroup rec.music.makers.guitar.tablature .
This is not a Call for Votes (CFV); you cannot vote at this time. Procedural
details are below.

Newsgroup lines:

RATIONALE: rec.music.makers.guitar.tablature

There are currently two existing groups for guitartablature,
alt.guitar.tab (a.g.t) and rec.music.makers.guitar.tablature
(r.m.m.g.t). a.g.t was created by Scott Wakely <sw@dirac.spa.umn.edu>
years ago, while r.m.m.g.t was created about 5 years ago by Rich
Kulawiec <rsk@itw.com> because of the noise in a.g.t .

In recent times (1994 onwards) the signal-to-noise ratio of
r.m.m.g.t has made it also practically unreadable, like a.g.t . Both
groups are swamped with the typical usenet clutter of spam, trolls
advertisements, and off-charter posts. In addition, the number of
chord and tablature files in proportion to the number of requests
has dropped significantly because many of the original members of
r.m.m.g.t have since ceased participating and no one has taken
their place.

Therefore, it is proposed to change the status of r.m.m.g.t to
that of a moderated group (leaving a.g.t unmoderated), with the same
charter the groups had originally. This proposal to change the
status of r.m.m.g.t has its creator's approval, is supported by all
of the long-time members of the groups, and is already under discussion
in a.g.t and r.m.m.g.t.

CHARTER: rec.music.makers.guitar.tablature

The charters for both a.g.t and r.m.m.g.t described them as 'groups
for the discussion of guitar-playing', which is a little broader than
simply 'groups for the posting of tablature.' This allows for the
posting of chord files, files for bass guitar, and discussion of the
styles of playing, as well as equipment and effects, used in playing
a song, as well as general lessons and other informational posts. The
proposal of moderation is intended to restore r.m.m.g.t to its original
charter, along with excluding noise>

The moderator of the group will be cal woods. He has been active
in both a.g.t and r.m.m.g.t since 1992, and maintains many of the
FAQs posted weekly to both groups. He has also been the administrator
of OLGA (the On-Line Guitar Archive) since 1994.

Since it is expected that the group will be busy, there will be a
petition for volunteer moderators in the two groups, particularly
for anyone able to assist in automation of the approval process.
