world over with a virtual place to discuss social, political, cultural

Participants are strongly urged to put forward questions that are in
the center of political and social debate and most specifically those
that by its very nature are in the avant garde of social concern.

Postings shall abide by the accepted patterns of tolerance and
openness. Therefore, articles explicitly advocating or justifying
the use of violence shall be rejected by the moderators.

The group shall abide by the strictest rules of netiquette. Names shall

Moderation Policy:

The articles will either be accepted as is, or rejected -- however, if
only a minor aspect of an article is inappropriate, the moderator will
usually suggest cosmetic changes.

In the case of rejection, a reasonable effort will be made to notify
the prospective poster regarding the reason.

Moderation will be handled by a moderation panel.  Incoming articles
will be distributed randomly among the active moderators for approval.

Articles will NEVER be rejected based on whether the moderator(s)
disagree with the views expressed.

Prospective articles may be rejected for any of the following reasons:

1) Articles explicitly advocating or justifying the use of violence shall be
rejected by the moderators: the instigation to commit violence and the

business...", "me too" articles or anything else unrelated to basque

than 1/4 of original text, will be refused.

7) Political propaganda relating to elections.

If an article is rejected for any reason by any moderator, and the
author feels that these guidelines have been wrongly applied, this
issue may be taken up with the panel of moderators as a whole.  In
cases where the moderation panel agrees that the article is
inappropriate, it will not be posted.

It is generally believed that moderators will come and go throughout
the course of the group, and in all cases the goal will be a consensus
amongst the panel regarding the addition of new moderators.  A standard
group decision process will be followed:  a motion will be made to add
a new moderator, and if there are no objections it will go ahead.
Friendly relations are certainly expected.

If there is an objection to a motion, and a group decision is not
reached by discussion, a vote can be carried out: motions will be
approved by a qualified majority (more than 50%.). Decisions involving
the change of the existing situation, such as the removal or addition
of moderators, or changes in the procedure, can be approved by a

soc.culture.basque shall exist for the purpose of providing basques the
world over with a virtual place to discuss social, political, cultural

The group shall abide by the strictest rules of netiquette. Names shall
not be altered unless commonly agreed by the parties or used in
accepted affectionate diminutives. Profanity of any kind, insults or
personal remarks have no place in soc.culture.basque either. As a
people with a long history of intellectual achievements, we will try
to display a proud and lively debate on present and future issues
within standard of the art parameters of social excellence.

Moderation Policy:

The articles will either be accepted as is, or rejected -- however, if
only a minor aspect of an article is inappropriate, the moderator will
usually suggest cosmetic changes.

In the case of rejection, a reasonable effort will be made to notify
the prospective poster regarding the reason.

Moderation will be handled by a moderation panel.  Incoming articles
will be distributed randomly among the active moderators for approval.

Articles will NEVER be rejected based on whether the moderator(s)
disagree with the views expressed.

Prospective articles may be rejected for any of the following reasons:

1) Articles explicitly advocating or justifying the use of violence shall be
rejected by the moderators: the instigation to commit violence and the
justification of consummated violent crimes shall not be tolerated.

2) Personal attacks.

3) Cross-posting: cross-posted articles shall not be tolerated if they
are not related to basque matters or to the subjects that are currently
being discussed in the newsgroup. Crossposting to more than two other
groups shall not be permitted.

4) Technical reasons: invalid e-mail address, articles sent to a
moderator instead of the submission address, etc.

5) Articles written by members of the moderation panel must go through
the same random distribution and approval scheme as those of any other
poster.  This point does not cover purely administrative postings,
which will be sent out directly.

6) Commercial mail and junk mail such as "call international for the
cheapest rates", "earn money fast", "the best prices on...", "join our
business...", "me too" articles or anything else unrelated to basque
matters. Articles containing excessive amounts of quoted text, less
than 1/4 of original text, will be refused.

7) Political propaganda relating to elections.

If an article is rejected for any reason by any moderator, and the
author feels that these guidelines have been wrongly applied, this
issue may be taken up with the panel of moderators as a whole.  In
cases where the moderation panel agrees that the article is
inappropriate, it will not be posted.

It is generally believed that moderators will come and go throughout
the course of the group, and in all cases the goal will be a consensus
amongst the panel regarding the addition of new moderators.  A standard
group decision process will be followed:  a motion will be made to add
a new moderator, and if there are no objections it will go ahead.
Friendly relations are certainly expected.

If there is an objection to a motion, and a group decision is not
reached by discussion, a vote can be carried out: motions will be
approved by a qualified majority (more than 50). Decisions involving
the change of the existing situation, such as the removal or addition
of moderators, or changes in the procedure, can be approved by a
supermajority (75rounded downward) vote.
