be removed by a 2/3 supermajority of the moderation panel.  Of course,
moderators may resign of their own volition at any time.  From time to
time, the moderation panel may seek new members by posting an
announcement to soc.culture.kuwait.moderated.

1) The robomoderator first will screen every article submitted to
soc.culture.kuwait.moderated.  It will unequivocally reject any article
that falls into one or more or the following categories:

        A) Articles that contain profanity or racial epithets;
        B) Articles that contain more than 75 characters per line;
        C) Articles consisting of more than 2/3 quoted text;
        D) Articles crossposted to three or more newsgroups other than
           soc.culture.kwuait.moderated;
        E) Articles containing keywords of common spams, such as
           "MAKE MONEY FAST" and "magazine subscription";

2) From time to time, threads that originally pertained to Kuwait may
wander off-topic.  For instance, many of the Islamic soc.culture.* groups
are flooded with flamewars over Turkish-Armenian issues, and over the
racial heritage of modern Egyptians.
        When the panel of human moderators sees such threads developing on
soc.culture.kuwait.moderated, they shall configure the robomoderator to
reject any submissions containing the "subject" line in question.  The
moderation panel shall take this action by simple majority vote.

3) Posters who repeatedly violate the group charter may be banned from the
group for three months; the robomoderator shall reject their postings for
that period of time.  No individual shall be banned without the consent
of three-quarters (3/4) of the moderation panel.

4) The robomoderator shall maintain a database of known
soc.culture.kuwait.moderated readers.  When an individual first attempts
to post to the group, the robomoderator will screen that individual's
subsmission, rejecting it only if it fails to meet the standards
mentioned in sections 1-3 above.
        The robomoderator will then forward the new poster's subsmission to
the panel of human moderators, who will review it for strict compliance with
the group charter.
        The robomoderator will also send first-time posters a copy of the
group charter, along with a short registration form so that their e-mail
addresses may be added to the database of known readers.

5) Individuals in the database of known readers may post freely to the
group, so long as the robomoderator does not reject their submissions for
failing to meet the standards mentioned in sections 1-3 above.
