This is a formal Request for Discussion (RFD) concerning the creation
of a new moderated newsgroup called soc.politics.anti-fascism. This is
not a Call for Votes (CFV); you cannot vote at this time. Procedural
details are below.

RATIONALE: soc.politics.anti-fascism

There is currently no newsgroup dedicated to the discussion of anti-
fascist activism, history, philosophy and politics. Such debate and
discussion has long taken place in the various discussion lists and
news groups, both perceived as pro-fascist (e.g. alt.politics.white-
power) and anti-fascist (e.g. alt.politics.socialism.trotsky).  The
issue of anti-fascism has been controversial as shown by the vote over
rec.music.white-power. All of the existing unmoderated groups are no
place for serious discussion since they are haunted by irrelevant
crossposts, off-topic conversations, and extensive flaming. Moderated
groups where anti-fascism is occasionally discussed and debated are
devoted to formal topics other than anti-fascism.

In addition, there are about fifty sites on the World Wide Web devoted
to anti-fascism, anti-hate, and related issues. However, the structure
of the WWW precludes the active exchange of ideas.

An electronic publication called _THE ANTI-FA INFO BULLETIN_ is
insufficient because of the need for such publications to carry a
limited number of short articles. Extending publication would distort
the form and the reasonable requirement for very tight editing would be
inappropriate for more far-reaching debate and discussion. A newsgroup
is also more accessible for newcomers.

The soc.politics.* hierarchy was chosen because it fits well with our
intention of a newsgroup for serious debate and discussion about anti-
fascism as a collection of political, sociological, and historical
theories (N.B. "theories" in the plural) and as a means of changing the
world.

CHARTER: soc.politics.anti-fascism

soc.politics.anti-fascism is intended as a moderated forum for the
debate and discussion of anti-fascism and political topics related to
it. These include, but are not restricted to: the political and
philosophical theories of anti-fascism, the relevance and application
of anti-fascist theories in the modern world, and the effectiveness and
failures of those theories and of anti-fascist movements and groups
both today and in the past.

Moderation Policy:

The moderator reserves the right to reject any articles submitted to
soc.politics.anti-fascism that are insulting, consisting of more than
1/4 quotation, off-topic, or not related to anti-fascism. Crossposts
will not be tolerated unless it is an announcement of relevance or
importance to the newsgroup.

Advertising Policy:

Works by established publishers on topics related to the group may be
advertised, provided:

1) Such advertisements are not posted more than once per month per
published work;

2) The advertisements are accompanied with full bibliographic material,
including author, title, place of publication, publisher and
publisher's address, date of publication, and price;

3) The advertisement may be accompanied with a descriptive blurb of the
work not to exceed 250 words.

Given the nature of scholarly research and the need for open discussion
and debate, such advertising would not necessarily be judged from the
standpoint of explicit anti-fascism: e.g. an Oxford University Press
history of the rise of fascism in Latvia would not likely have an
explicitly anti-fascist content. This would not prevent Oxford from

non-discussive exchanges since they are haunted by irrelevant
crossposts, off-topic conversations, and extensive flaming. Moderated
groups where anti-fascism is occasionally discussed and debated are

In addition, there are about fifty sites on the World Wide Web devoted
to anti-fascism, anti-hate, and related issues. However, the structure

insufficient because of the need for such publications to carry a
limited number of short articles. Extending publication would distort

RATIONALE: all groups

There is currently no central Usenet location dedicated to issues of
anti-fascism.  Inclusively, the word "anti-fascism" should be taken as
a generic opposition to policies reflected in the activities of the
political groups controlled by A. Hitler, F. Franco, and B. Mussolini,
Salizar, the K.K.K., as well as those acts defined as Crimes Against
Humanity by the International Tribunals on War Crimes held in
Nuremberg, Germany. "Anti-fascism" also includes opposition to
contemporary groups following those policies including "updated" material
like "Holocaust Revisionism."

Numerous debates and discussions have long taken place in the various
discussion lists and news groups. These include groups perceived as
pro-fascist (alt.politics.white-power), anti-fascist
(alt.politics.socialism. trotsky), and neutral (soc.culture.ireland).
The issue of anti-fascism has been controversial on the net as shown by
the vote over rec.music.white-power. Existing unmoderated
groups are no place for serious discussions and non-discussive
exchanges since they are haunted by irrelevant crossposts, off-topic
conversations, and extensive flaming. Moderated groups where anti-
fascism is occasionally discussed and debated are devoted to formal
topics other than anti-fascism.

In addition, there are over fifty major and hundreds of individual
sites on the World Wide Web devoted to anti-fascism, anti-hate, and
related issues. However, the structure of the WWW limits it as a medium
for the active exchange of ideas.

Electronic publications like the Antifa Info-Bulletin, the Holocaust
Newsletter, and The Internet Anti-Fascist, are insufficient because of
the need for such publications to carry a limited number of short
articles. Extending publication would distort the form and the
reasonable requirement for very tight editing would be inappropriate
for more far-reaching debates and discussions. These publications are not
oriented to discussions; only one-way information access and promulgation
is possible. Newsgroups also tend to be more accessible for newcomers.

The soc.politics.* and misc.activism.* hierarchies were chosen because
they fit well with our intention of creating Internet-based locii where
abstract theories of anti-fascism and on-going anti-fascist practices
in the world could be presented, exchanged, and debated. (N.B.
"theories" and "practices" in the plural).

CHARTER: soc.politics.anti-fascism

soc.politics.anti-fascism is intended as a moderated forum for the
debate and discussion of anti-fascism and artistic/aesthetic, economic,
ethical, historical, legal, philosophical, political, psychological, and
sociological topics related to it. These discussions should logically
include errors that different anti-fascist tendencies made in defining
"fascism" itself.

It is not a "dial-a-demo" group nor a focus for discussions specifically
designed to develop anti-fascist activism.

Moderation Policy:

The moderator(s) reserves the right to reject any articles submitted to
soc.politics.anti-fascism that are supportive of fascism, consisting of
more than 1/2 quotation, or are off-topic for the declared purpose of
the group.

Single cross-posts will not be accepted unless they are of immediate
relevance or importance to the news group.

Advertising Policy:

Works by established publishers on topics related to the group may be
advertised, provided:

1) Such advertisements are not posted more than once per month per
published work and are preceded by the string "AD" in the subject
field;

2) The advertisements are accompanied with full bibliographic material,
including author, title, place of publication, publisher and
publisher's address, date of publication, and price;

3) The advertisement may be accompanied by a descriptive blurb of the
work not to exceed 250 words.

4) Advertisements for documents republished in electronic form via www
and ftp will be accepted subject to the above limitations.


Given the nature of scholarly research and the need for open discussion
and debate, such advertising would not necessarily be judged from the
standpoint of explicit anti-fascism: e.g. an Oxford University Press
history of the rise of fascism in Latvia would not likely have an
explicitly anti-fascist content. This would not prevent Oxford from
posting an advertisement for the work.

VOTETAKER REMARKS

Several aspects of this vote require comment. In short however, I
intend to argue that this vote has been conducted within the
Guidelines as they are currently written, and as such the groups so
passed should be created.

Matters of potential contention for this vote include the proponent
mailing a copy of the CFV in his email newsletter, and broad email
campaigning to solicit votes.

The copy of the CFV contained in "The Internet Anti-Fascist: Monday, 2
Feb 98--2:06 (#64)" mailed by the proponent was completely unaltered,
missing only the newsgroup distribution headers and surrounded by the
proponents rhetoric. Any ballot submitted seen to be based on this CFV
distribution was automatically invalidated, the sender contacted
with an explanation of why, and a new copy of the completely unaltered
CFV. While the proponents actions here are in violation of the
Guidelines and UVV rules, I did not consider this particular offence
sufficient cause to cancel the vote, especially at that early stage of
voting.

The email campaigning embarked on by supporters of the proposals
appeared to largely follow the strategy outlined at the web page "Net
Organizing without Spam" at URL http://www.anti-fascism.org/spam2.org.
Nothing in the present written Guidelines bar perhaps the "No
disinterested party" strictures explicitly prohibit the sorts of broad
email solicitations this campaign appeared to represent. Some
important features are especially worth noting: All of the messages
urged potential voters to obtain a copy of the CFV from the
votetaker. Many referred to an archive of the previous RFD discussion
in order that voters might make a fully-informed decision. The
addresses to which the solicitations were sent, where discernible,
appeared to be on-topic for pointers. Remarkably few complaints were
made of inappropriate off-topic spamming, although there certainly
were several. Certainly there was no public disclosure of the mailing
lists and local groups to which these pointers were distributed, but
nor this does not appear to be an explicitly stated requirement in the
Guidelines.

Those who obtained CFVs from the votetaker appeared to have read it
and made informed decisions. As an example, one of the most suspicious
blocks of CFV requests, from FLATBUSH.ORG, where a vast number of
practically identical requests originated, led to remarkably few votes
being cast, all substantially different.
